Offset v-cutter

I can not specify the diameter of a v-cutter. Now I am wondering what is the distance of the offset if I use this tool on an outside/inside offset contour operation....

...or should I use the tip diameter as the tool diameter? I am using the following tool for deburring and chamfering: http://tinyurl.com/loll7yd

I think I just found out, that the offset depends on the depth of the operation - although the tool path is not updated immediately - can somebody confirm this?
